Tulare County Sheriff Says Deadly OIS Shooting Justified, Suspect Had Prior Assaults

TULARE COUNTY, CA (KMJ)- A man shot dead by Tulare County Sheriff’s deputies had a lengthy criminal history, the Sheriff said the shooting was justified.

Deputies responded to a domestic dispute call just before 7:00 Sunday night at a home near Leggett and Orange in Porterville.

The Sheriff’s office says when deputies tried to pull 42-year-old Arturo Moreno out of the home — he began fighting with them.

The Sheriff’s office says he hit a sheriff’s K-9 and a deputy sergeant with a shovel.

Deputies tried to taser him but when he lunged at them with a crowbar, they shot him 2 or 3 times.

Sheriff Mike Boudreaux says Moreno had previous arrests including assault of a deputy.

Moreno has a lengthy criminal history with the Tulare County Sheriff*s Office. In June 2018, he was arrested for assaulting a TCSO Deputy and subsequently sent to Patten State Hospital. He was arrested three times in July 2019 for Being Under the Influence of a Controlled Substance. In September 2019, Moreno was arrested for violating conditions of the court. An INS Detainer was placed on him. The Tulare County Sheriff*s Office received a Court Order release on him. Sheriff*s Officials contacted ICE and made them aware that Moreno was set to be released. However, ICE officials never came to get Moreno and he was subsequently released. He was then arrested again on October 24, 2019 and October 26, 2019 for Being Under the Influence of a Controlled Substance. – TSCO.
