2 Busted After ‘Horrific’ Living Conditions Discovered

VISALIA, Calif. (KFSN) — Two people in Visalia are facing charges of Elder Abuse and Child Neglect after a disturbing discovery inside a home on Monday.

Police say 34-year-old Cecilia Colleen Rodriguez and 61-year-old Gregory Paul Chavez were arrested after officers visited a home on Garden Street near Race Avenue.

That’s where they say they uncovered “horrific living conditions,” including bugs, feces and trash scattered throughout the house.

The investigation started when a 52-year-old woman in their care was dropped off at the hospital extremely emaciated.

Four kids between the ages of 4 to 15 years old were also found living inside and were taken by Child Welfare Services.
